Since 2011, the Republic of the Union of Myanmar (hereinafter referred to as "Myanmar") has achieved rapid development through implementation of various reforms such as democratization of the government, strengthening of the rule of law, and measures for national reconciliation. In 2013, the Government of Japan decided to extend a new yen loan to the country for the first time in 25 years. Since then, Japan has continued to back reforms in the country and is supporting its sustainable development.
After capital relocation in 2006, Yangon still keeps its status as Myanmar's largest city and has continued to develop as the economic center of the country. However, only about 30% of the city's population has access to water through its water distribution network. Those people also suffered from short duration of water supply and poor water quality. In addition, a stable water supply to the Thilawa Special Economic Zone (SEZ) in the suburbs of the city has also been an urgent issue. This zone has been under development since 2012 under the leadership of Japanese companies.
